Camarines Norte State College (CNSC) partners with the National Research Council of the Philippines (NRCP), an attached agency of the Department of Science and Technology (DOST) for the establishment of Queen Pineapple Research Development and Extension (QP RDE) Center in Camarines Norte. With this end, a Writeshop in Crafting a Proposal for its establishment was conducted on April 29-30, 2019 at CNSC Main Campus Library, Daet, Camarines Norte.
Dr. Arlene C. Alegre, the Program Leader shares to the participants the motivation behind the conceptualization of the said project in her opening remarks.
Prof. Gennevie L. Elep, the Director for Extension introduced the participants from College of Arts and Sciences (CAS), College of Business and Public Administration (CBPA), College of Agriculture and Natural Resources (CANR), College of Education (CoEd), College of Engineering (CoEng), Department of Agriculture (DA), Department of Science and Technology (DOST) and Caayunan Multi-Purpose Cooperative (CMPC).
Dr. Cesar B. Bermundo, the VP for Research and Extension talked about the importance of research in realizing the strategic targets of the college relative to Research Development and Extension.
CNSC President Dr. Rusty G. Abanto expressed delight for the writeshop which would achieve his long overdue dream for Queen Pineapple. Originally this dream was his “brainchild” that started when he was still an instructor of the CANR which he crafted together with Dr. Lilibeth Roxas and Prof. Juanita Emata. Accordingly, he is the happiest person if such project will be realized in his presidency and he assured those involved in the writeshop of his full support in this undertaking.
Dr. Adrian C. Guinto, the Director for Research, explained about the expected output of the two-day activity which is having a draft proposal each group for consolidation and submission to the RD Leader.
A Memorandum of Agreement signing between National Research Council of the Philipines (NRCP) represented by Dr. Teresita U. Dalisay and Camarines Norte State College (CNSC) represented by Pres. Rusty G. Abanto and witnessed by Melinda L. Perez for NRCP and Cesar Bermundo, VP for Research and Extension for CNSC was conducted before the writeshop proper. Photo Opportunity with the organizers, facilitators and participants followed after the MOA signing.
The Mechanics and Briefing of the Writeshop and its SWOT Analysis was discussed by Dr. Teresita U. Dalisay, the Research and Development Leader from NRCP.
The Research and Development Lead Program Orientation and the DOST Science for Change Program and the accelerated programs for capacity building under it (NICER, RDLead, CRADLE and BIST) were tackled by Mr. Marfy H. Lita, of NRCP and the Project Development Officer.
Niche Centers in the Regions for Research and Development (NICER) Program was explained by Gilbert Poralan from DOST Central Office. He talked about NICER, Characteristics of a NICER Proposal, Criteria for Evaluation of NICER proposal and the Priority Areas for Funding.
The QP RDE Roadmap was presented by Dr. Arlene C. Alegre, the Program Leader.
The afternoon session started with an ice breaker. Dr. Teresita Dalisay explained about how the participants will be grouped. The participants are grouped into five:

Before the end of the writeshop Melinda Perez of the NRCP talked about NRCP membership, its requirements and benefits and invites CNSC faculty to be part of this organization.
Dr. Teresita Dalisay gives the recapitulation, synthesis and timeline of activities prior to submission of the NICER proposal. The culmination of the writeshop marks the beginning of a more challenging tasks ahead of CNSC – to achieve its vision of establishing the Queen Pineapple – Research Development and Extension Center in Camarines Norte State College.
