About the College
The history of College of Arts and Sciences can be traced back when Camarines Norte National High School was converted to Camarines Norte State College with the virtue of Republic Act No. 7352 proposed by the late congressman Renato Unico Sr. Simultaneously, the Colleg of Arts and Sciences (CAS) was one of the two departments created, the other one was the College of Education (CE).
At the onset, CNSC faced a “storm and stress” period of transition in the beginning of its operation. Likewise, CAS had similar fate. It was noteworthy to recall how it operated during the incumbensy of Mrs. Emma C. Avellana to structure and operate smoothly the departments since both were in dilemma.
After the term of Mrs. Emma C. Avellana, she was replaced by the first elected President in the person of Dr. Lourdes A. Cortez who was the college president for six years. The College of Arts and Sciences was headed by the late Mrs. Lydia O. Garfin. She was designated as Dean of the College of Arts and Sciences since 1992-1995. She was assisted by Ms. Dolores Clacio in operating the department. The transitional period of the College brought about confusion and unwarranted dispositions among members of he academe, officers and designees. For unknown reason, Mrs. Lydia O. Garfin was replaced by Ms. Dolores Clacio as officer-in-charge. She administered the college for a short period of time. She was succeeded by Mr. Gerundio R. Riberta in 1995 up to 1998.
Since then, successions after successions were followed. Dr. Inez D. Zabala, the 3rd College dean replaced incumbent Gerundio R. Riberta. Dr. Cecilia B. Guevarra took her office as dean of the Department after Dr. Inez D. Zabala. Dr. Cecilia B. Guevarra held office for four years last 2001-2004 under the president administration of Dr. Floria T. Tagarino. Again, she was succeded by Dr. Roberto L. Olboc in 2004-2005. It was only a short duration of one year because he decided to work abroad to look for greener pasteur. This incident gave way for Dr. Cecilia B. Guevara to become the next CAS dean for her second term. She was succeeded by Dr. Job B. Imperial. His deanship lasted for two consecutive terms, 2007-2010 and 2010-2013 under the presidency of Dr. Wenifredo T. Oñate, as the third CNSC president.
After two decades, a road for development went ahead to CNSC as it signalled for an ISO certification this 2015. Under the deanship of Ms. Elsa T. Manlangit who served as the dean of the College of Arts and Sciences starting 2013, under the leadership of Dr. Monsito G. Ilarde, the fourth CNSC president, saw the birth of a new buildings and infrastructures built, curriculum revisions/modifications, and many more.
Soon CNSC ambitions to become University in the future, while the College of Arts and Sciences aims for more…to serve its stakeholders…the students in general.
Dean of the College
JOCELYN E. TRINIDAD, Ph.D.
Dr. Jocelyn E. Trinidad was hired in Camarines Norte State College in 2004 and is currently holding the rank of Associate Professor 3.
Her wide experiences in handling technical and professional writing courses became her primary motivation in promoting collaborations with industry practitioners to remain updated with the industry needs as to communication skills highly desired in the workplace. She believes that across all disciplines, communication skills and technical skills are vital components to professional success.
She completed her PhD degree in Language and Literacy Development in Ateneo de Naga University under the CHED K-to-12 Transition Program in June 2021. Since then, she was designated as Dean of the College of Arts and Sciences up to present.
Being given the chance to work with seasoned leaders in CNSC, she considers her designation as Dean of CAS, as a form of mission to translate educational objectives into tangible outcomes to mold the mind and character of future professionals from the College of Arts and Sciences, being the center of excellence in the Arts and Sciences education.
Dr. Trinidad is an advocate of the line, empathy through action.

GOALS
Graduates of the College of Arts & Sciences should exemplify the ideals of liberal arts, social and natural sciences, be broadly educated across disciplines and are well -trained in their field of specializations. They should have
- Foster the mindset that CAS is the only college that can meld arts, humanities and fundamental sciences
- Pursue academic excellence through high quality curricular offerings that allow the members of the college to engage in flexible, inclusive and creative activities and research that advance interdisciplinary knowledge to serve CNSC, Camarines Norte, the country, and the world
- Increase the capacity of the graduates of academic programs in the arts and humanities, social science, mathematics and natural science courses to accelerate change towards sustainable communities
- Build a CAS La Familia, as part of the CNSC La Familia of dedicated, competent and fulfilled academic and administrative employees
OBJECTIVES
- Internationalize the quality of instruction by aligning programs in arts and humanities, social science, mathematics and natural science with local and international quality assurance standards
- Intensify the research culture as a flexible knowledge based institution through sustained collaboration and complementation programs.
- Strengthen community engagement and partnership not just as learning opportunities to students and staff but to serve and bring in mutual benefits to CNSC and the society.
- Manage the human, financial, physical and knowledge resources in an effective and efficient manner that will bring in sustainable benefits to various stakeholders served.
