This international exchange is part of the Environmental Justice Sector Reform Project Phase 3 (EJSRP 3), supported by the U.S. Department of State’s INL and the U.S. Department of the Interior–ITAP.

From their durability to their low maintenance costs, these vessels have been silently protecting us. With that, Engr. Joselito A. Olalo, Engr. Julius S. Laborte, and Mr. Nolito S. Roquid, representatives from CNSC had the opportunity to attend and participate in the training on the construction and maintenance of fiberglass reinforced plastic patrol boats (FRPB) on July 15-25, 2024 in Navotas City, led by Tanggol Kalikasan Inc., in cooperation with CNSC-Institute of Environmental Governance (IEG) Team. The training’s lectures, which included introductions to fiberglass reinforced patrol (FRP), a lamination of FRP boat, and demonstration of value-added fiberglass and resin products, were designed to improve the knowledge and abilities of the participants.

The momentous event was attended by the following LGUs of the Province of Camarines Norte, representing department heads: Basud, Capalonga, Daet, Jose Panganiban, Mercedes, Paracale, Sta. Elena, Talisay, and Vinzons. The Honorable Governor of the Province strongly supported this initiative to encourage green leadership among LGU Department Heads, which would help them achieve environmental goals and promote sustainable development. 𝐃𝐚𝐲 𝟏: The full support and cooperation of Tanggol Kalikasan, Inc. and CNSC-IEG made it possible for the training designs and activity idea to successfully meet the needs of the participants and an ocular visit for the venue has been conducted. Before the event, communication letters were sent to the concerned LGUs to disseminate information. Afterward, a training program on environmental governance was held to upskill and reskill participants while integrating Masbate City’s best environmental practices. 𝐃𝐚𝐲 𝟐: The “Basic Environmental Law Enforcement Skills and Procedures” activity was led by the CNSC-IEG to encourage the development of networks among LGU Department Heads to facilitate the sharing of knowledge, resources, and experiences in environmental issues with attainable, long-term solutions. The participants actively contributed to the said event and various ideas and experiences gained from collaboration in the policy drafting and ordinance writeshop. 𝐃𝐚𝐲 𝟑: Tanggol Kalikasan Inc. and CNSC-IEG led the Knowledge Learning Exchange initiatives in the marine environments at the Bugsayon Marine Sanctuary, Pawa Mangrove Park, Solid Waste Management (SWM) Processing Facility, and Buntod Marine Reef Sanctuary to enforce environmental laws, rules, and policies. In summary, the 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 aspires to promote the capacity of the LGU officials to carry out environmental laws and regulations by raising their knowledge about contemporary environmental challenges and trends on a local and global level. Hence, as Tanggol Kalikasan Inc. advocates Environmental Governance, the latter needs a much louder sound to be heard. It is in this reason that Tanggol Kalikasan Inc. needs strong partners like the academe and the Provincial Government. Last April 16, 2024, Tanggol Kalikasan Inc., together with its newest partner, Camarines Norte State College-Institute of Environmental Governance (CNSC-IEG) Team, were given the opportunity to meet the Honorable Governor of Camarines Norte to talk about the proposed conduct of an environmental governance training-workshop for identified LGU Department Heads this June 2024. It shall seek to further enrich the capacity of the LGUs on basic environmental laws, as well as showcase best practices on resource management and livelihood derivatives in the light of the best practices of the Provincial Government of Masbate. After the meeting, the Honorable Governor expressed his unwavering support for the training with high hopes that all learnings which will be acquired shall be replicated in our beloved Camarines Norte.
